to the creation of a new United States Court of Appeals for the                
Twelfth Circuit, was read the second time.                                     
                                                                               
Senator Halford moved and asked unanimous consent that the                     
resolution be advanced to third reading and placed on final passage.           
Senator Ellis objected.
